First of all, didn't you already ask the same question here ? I am assuming that this was an accident. Please delete the other post to avoid confusion.

Now, on to your actual question. Doing an internship with a research group at an American university is very difficult. There are some programs that do this but they are quite expensive and they are not just for the summer but, at the very least, one full academic semester, not to mention the visa difficulties for such a short stay.

As far as European institutes are considered, they are actually not that difficult to get into, relatively speaking. In fact, I know someone from PEC who is interning with the VLSI group at a French university. However, you have to do a little bit of research to identify which institutes actually offer such programs and offer positions to international students. I know such institutes for CS but I don't think they have any programs for engineering.

The other way to make use of your (or the faculty members' contacts). They might have worked with or are working with an overseas research group and might be able to put in a good word for you and get you that internship. However, given the amount of research at PEC, this is unlikely but still something you might want to try.

As far as expenses go, both Europe and the US will turn out to be expensive. But if you get a good internship, you might be able to afford it without a lot of problems.

So, first things, find a list of such programs and institutes. You might want to visit the British Council Library and USEFI, both in Connaught Place, New Delhi. They will certainly have this information available for you and may even have some better advice.

Hope this helps.
